Last week we wrote about Cuban pitchers Norge Ruiz and Cionel Perez being declared free agents by the commissioner’s office.

The 20-year-old left-hander has agreed to a deal with the Houston Astros that includes a $5.15 million signing bonus.
Because the Astros have already exceeded their international bonus pool, they pay a 100% tax as well, bringing the total cost to $10.3 million.
Because the Astros exceeded their pool, they will not be permitted to sign an international free agent between the age of 16 and 22 for more than $300,000 in the 2017-18 and 2018-19 international signing periods.
The $5.15M bonus marks most money that the team has spent on an amateur international free agent in club history.
Perez joins an impressive haul of international talent for the Astros this season as they’ve also signed Cuban shortstop Anibal Sierra, 16-year-old Dominican shortstop Freudis Nova, 16-year-old Venezuelan shortstop Yorbin Cueta, and 16-year-old Venezuelan righthander Angel Macuare.
Perez (#4), joins Nova (#14) on MLB.com’s Top-30 list of this year’s under-23 international free agents.
